Kenneth Carr graduated from the U.S. Naval Academy at Annapolis, Class of 1949. He retired as a U.S. Navy Vice Admiral.

The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Kenneth Monroe Carr (NSN: 0-3818282), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Submarine Force, U.S. Atlantic Fleet from June 1977 through May 1980. During this period, Vice Admiral Carr maintained his forces at maximum readiness to ensure the strategic deterrent posture of the United States. He planned for and supervised the conduct of complex and important independent submarine operations of significance to national security and was responsible for the successful completion of 260 Fleet Ballistic Missile submarine patrols. Vice Admiral Carr's inspirational leadership was responsible for exceptional achievement in the areas of personnel retention, operational performance, and financial and material management. His personal involvement and direction were inspirational examples for all echelons of the Force to emulate. Vice Admiral Carr's distinctive accomplishments, forcefulness, and unrelenting devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

Commander Carr's inspirational leadership, outstanding professional skill, keen judgment, aggressiveness, determination, and exemplary dedication and devotion to duty, were directly responsible for the success of this mission. Commander Carr's inspiring and tireless devotion to duty was in keeping with the highest traditions of the United States Naval Service.
